Municipality Shortfall Bullshit

Municipalities are crying like malnourished babies about shortfalls in budget. So they are looking for more ways to fleece the hand that feeds. If only they understood how money functioned! If they don’t understand how to budget, how can they be expected to run anything more than a bath.
